J.R.F.H.L. Keeper Draft
Rules
1) General
a) This is an ongoing pool. This means that the players you choose in the first draft could feasibly be on your team in year 2018. Everything possible is being done to ensure that everyone in this pool is extremely knowledgeable about hockey, and extremely serious about hockey pools. I don’t want people quitting after three years just because they’ve done poorly. Suck it up and rebuild! Sure it costs money, but it’s not about the money, it’s about fun (and bragging rights).
b) Ideally everyone will be in this pool for decades, but there will be times when people quit. When this happens, the league will assume control of the franchise. Anyone interested in joining the pool will submit bids to the BOG, sealed in an envelope, by a deadline. All potential candidates will be scrutinized by the BOG to ensure they will be knowledgeable and active members. The minimum bid is $50. All earnings made by the league from expansion, sold teams, and sponsorships not spent on league costs will be returned to all owners on draft days via free food and drinks.
c) If the time comes to disband a team a dispersal draft will take place. Rules for this draft are as follows.
1. All assets will be included and drafted one at time.
2. Draft order will be a snake draft starting with the lowest team from the previous year.
3. Assets will include all players, prospects and draft picks.
4. Draft pick position for the years in which the dispersed team will not participate in will be the pick outside of the draft lottery.
d) Every year, prior to the draft, owners can submit proposals for rule adjustments or additions to the commissioner. The BOG will decide if it is in the leagues best interest to table the proposal.
2) Commissioners (BOG) :
a) If there is any problems that come up during the year the BOG shall try to solve it keeping the leagues best interests in mind. The Board of Governors consist of Jason Reagan, Patrick Murray and Cory Russel. If one can not continue as a member the other 2 shall choose a third to replace the leaving member.
b) If the problem can not be resolved then the issue shall be put to the league online to be discussed for 1 week. After the discussion the league will vote on the problem. If the vote is a tie then a coin flip will decide the outcome if a compromise can not be met.
c) To bring up a problem/rule change to the league a GM must first PM the Commissioner with his suggestion. From there it will be up to the BOG to handle the issue.
d) If any GM is not happy with how the BOG have handled the issue then after 1 week he may bring it up in the "League Issues" board.
e) The BOG shall rule on such things as questionable trades as well as disciplinary measures to be regarding GM inactivity & unsportsmanlike behavior. They shall also rule on any proposed rule changes and other important issues that shall arise during the course of the leagues life.
f) The BOG shall be in charge of collecting all monies, running web sites, setting draft dates, & all other leg work that everybody else is to lazy to do.
g) All major issues that affect all Teams will be discussed by the entire league and voted on. Major issues include Point changes, salary cap, yearly fees and anything else that affects the way a GM may build his team. Most of these rule changes will take 2 years to go into effect.
3) Franchises / Size of teams:
a) There will be a maximum of 16 franchises in this draft.
b) Each franchise shall have a live roster consisting of 30 players. 4 LeftWings, 4 RightWings, 4 Center, 6 Defensemen, 2 Goaltenders, and 1 Enforcer. This is a minimum requirement of GMs to field a team. Positions will be determined by NHL.com and team websites and shall be locked in on the opening night of every year.
c) Each franchise shall have a “farm team” consisting of a maximum of 9 NHL players of any position at the start of preseason to draw upon in case of injuries or lack of playing time. During the course of the year the farm team numbers may fluctuate (thru trades or calling up prospects) but it must return to a max. of 9 players every start of pre-season.
d) Each franchise shall be allotted 5 draft picks / year from which to trade or to add to his "Prospect List".
4) Franchises / Money:
a) The yearly franchise fee will be $50.00 due on the day of the draft. The yearly fee will be raised to $100.00 for the '11/'12 season. The pay-outs will be finalized after the amount of GM's is known but this is an example.

5th - $40 (Only pay $10 the next year)

b) Every three years the owners will review the entry fee. Only by 66% vote or greater, will the fee be increased.
c) All payouts will be made prior to the start of the HUSFL prospect draft. If the money is not paid in full by the start of the prospect draft a $10/month late charge will be added unless arrangements have been made with the treasurer that are unanimously agreed upon by the BOG. Absolutely NO transactions may be made by a GM that is still owing money to the league, even if arrangements have been made. If money hasn’t been paid by 3 months and no arrangements have been made the league has the right to take possession of the franchise and sell it to a new owner.
d) The cost for the trophies will be paid by the initial franchise fee.
e) What will supply the funds for the Internet sites will be decided at the first draft meeting.
f) The winner of the first year will have the cup named after him for all eternity. SO WILL LAST PLACE!
5) Drafts:
a) Live Roster & Farm Team Draft:
1) This official draft will be held on ?.
2) There will be 30 rounds for which to pick 4 cen, 4 LW, 4 RW, 6 def, 2 gltr, 1 Enforcer and 9 misc. players.
3) Non-drafted prospects may be selected in this one time draft.
4) As a player is drafted his contract will have to be decided. There are Short, Medium and Long term contracts.
Short term contracts are 1 year contracts. Medium term contracts are 2-3 year contracts. (1D6, a 1, 2 or 3 is 2 years and a 4, 5 or 6 is 3 years)
Long term contracts are 4-5 year contracts. (1D6, a 1, 2 or 3 is 4 years and a 4, 5 or 6 is 5 years)
5) On our original draft day all GM's are entitled to one and only one "Auto-call" without rolling the dice for the amount of years a player is under contract. For this one call the GM may choose a number from 1-6 years for this players contract.
b) Prospect Draft:
1) A prospect is defined as any skater that has played less than 25 games or goaltender that has played less than 20 games in the N.H.L. (and does have or has had his rights owned by an NHL team) at draft time.
2) The initial prospect draft will be held before the roster draft.
3) The Drafting Order will be drawn out of a hat and will be a 1-10, 10-1 format. All other drafts will be of the last to first format.
4) There will be a draft lottery to protect the integrity of the league. The bottom 5 teams (with 11 or more league franchises) will participate in the draft lottery. The percentages will be based on how many franchises are in the league.
5) A prospect may only stay on a franchises prospect list for 4 NHL years for skaters and 5 NHL years for goalies.
6) A player will remain a prospect until he is dropped after 4 or 5 years respectively, or is called up onto a roster at any time.
7) The draft will be held every year online. From the start of the draft whom ever is on the clock will have 12hrs to make his pick. If a GM takes longer than his allotted time to make his pick then the draft shall proceed to the next pick. The GM that missed his pick can make it at any time there after.
8) Appearance at the draft is mandatory. There is absolutely no excuse for weddings or ball tournament. Exceptions will be made a) if you die or b) a funeral or c) a serious accident. If b or c happens, simply forward your list to me, I will draft your players for you according to that list. If you are unable to do that, you are free to choose the amount of players equal to the number of draft picks you own, after the draft is over. The reason I say this is to ensure everyone is serious about the pool. We all want competition and we won’t get it if someone does not take it as seriously as the rest.
9) The prospect draft will be held every year starting on the first Sunday after the NHL Entry Draft at 7 am MST.
10) At any time during the draft a GM may use a draft pick to re-draft a player on his prospect list so long as that player is still eligible to be drafted as a prospect. In essence this allows a GM to reset a prospect that is more long term.
6) Rosters & Transactions:
a) Only players on a franchises “Live Roster” will count points towards a franchises standings. Players on “Farm Teams” & “Prospects” will be considered inactive and their points will not count towards franchises standings.
b) A GMs prospects that he is calling up must be PM'd to the commissioner before the first game of the season starts.
c) A GM may drop 3 players/week to the Farm Team and call up a player of the same position. This will be done by the GM himself on poolexpert. All points gained by the dropped player stay with the franchise. None of the points accumulated by the farm/prospect player while on the Farm Team are added to the franchise. (E.g. Eric Lindros has 45 pts. and is injured. Franchise “A” drops him and picks up Mike Grier with 22 pts. The franchise holds onto the 45 pts but doesn’t add Grier’s 22 to its overall standings.)
d) A GM may also call up prospects onto the Live Roster. Once a prospect has been called up to the Live Roster he may NEVER go back to the prospect list. During the off season (Playoffs included) a GM may call up a prospect at any time. During the regular season a prospect can only be called up if he falls into at least one of these categories
1. He is on an NHL roster
2. He has played at least 10 NHL games in the year he is being called up in.
3. He is DEAD!!!
e) If a prospect or player is dropped in Free Agency his status is reset to what he qualifies for (prospect or player)
f) The salary cap will be based on the amount of teams that join the league. Every year the BOG will adjust the Salary Cap based on the NHL cap.
g) When contracts are over there will be a 1 week period (June 23-30) to resign them. All GM's will have a 60% chance to resign their free agents. We will use www.random.org to decide what 60% would like to stay with their original GM. All GM's will be invited to view the Random.org draw. This list will be posted on proboards after the draw. The one week period will be used by the GM to decide if he would like to resign the players that want to stay. All other players then become UFA's.
h) The salary for the players that want to re-sign with the original team shall be either 10% above that players last years HUSFL salary or that players actual NHL salary as shown on NHLnumbers.com on June 23rd of the given year. (Which ever is higher) These re-signed players may be signed to 1, 2, or 3 year deals.
i) Salary cap issues for dropping a player in Free Agency or on the Waiver Wire
1. If the player is in the last year of his contract with the GM then the entire salary comes off of the GM's books.
2. If the player has 1 full year of his contract with the GM left then 33% of that years salary shall count against the GM's books for that year and the 1 full year after.
3. If the player has 2 full years of his contract with the GM (or more) left then 66% of that years salary shall count against the GM's books for that year and the 2 full years (or more) after.
j) Prospects may stay on the prospect list for 4 or 5 years but their ELC contract kicks in the year after they no longer have prospect status. (25 games for skaters and 20 games for goalies) The ELC lasts for 3 years. The salary cap hit for ELC's (if on the roster) shall be 1million/year.
k) After the ELC is up the player will become a Restricted Free Agent (RFA). RFA's will be listed on the UFA list to be signed to contracts after July 1st. If no GM makes an offer on a RFA then the original owner has the option to sign him to a 2million dollar contract for 1-3 years. If one or more GM's put in a contract offer the same rules for UFA's apply. The original owner then has the option to match the offer (money only, not contract length) or accept compensation.
l) Compensation for RFA's
0 - 1,900,000 2nd rd pick (Next Year)
2,000,000 - 2,900,000 1st rd pick (Next Year)
3,000,000 - 3,900,000 1st rd pick & 2nd rd pick (Both Next Year)
4,000,000 - 4,900,000 1st & 2nd next year & 1st in 2 years
5,000,000 - 5,900,000 1st, 2nd, & 3rd next year, 1st, 2nd, & 3rd in 2 years
6,000,000 - up 1st, 2nd, & 3rd next year, Next 3 1sts after that.
m) If more than 1 pick for that round is owned then the compensated team gets to choose which pick he wants. A GM may not put in an offer for a RFA without owning the compensation it would taks to get the player.
n) At the end of every HUSFL calender year (June 23) a GM may designate 1 player a "Franchise Player" tag. That player is automatically signed to a 1 year contract at his actual NHL salary. Anytime a "Franchise Player" tag is lifted from a player, that player is automatically a UFA and does not go into the random draw for re-signing players.
7) Trades:
a) Any assets may be traded at anytime during the year.
b) Draft picks for the next 2 years may be traded (e.g. During the 2007/08 hockey season the 2008 and the 2009 draft picks will be tradable picks). On Draft day the next years draft picks will be available for trading.(e.g. On the day of the 2008 draft the 2010 picks will become tradable at 12:01am before the draft starts so on this day only there will be 3 years worth of draft picks available.)
c) Trades will be allowed to the NHL trade deadline date during the season. Trading may resume at the end of the Regular Season. Trades may be of the 2 for 1, 3 for 2, or any other numeration that may allow a franchise to have more than 8 farm players or unlimited prospects. They may acquire and use these bloated rosters but they will be returned to normal by the unrestricted free agent deadline of July 1 of any given year. (Rule 3b)
d) Franchises may have an unlimited amount of prospects.
e) Points from trades are the same as call ups from the farm. Points are accumulated from the time a player joins his “New Team”. All points the player gained with his “Old Team” stay with his “Old Team”.
f) “Buddy” trades will not be accepted. If anyone believes that a trade is FAR too lopsided, they may lodge a complaint with the BOG. If that complaint is seconded, a vote will take place. A vote of 51% or greater will be sufficient to nullify the trade. THE COMPLAINT MUST BE LODGED WITHIN 48 HOURS OF THE TRADE. Owners win deals and lose deals - it happens. Sometimes owners lose deals badly. This rule is in place only for extreme situations. It is to prevent two friends from stacking one of the teams and splitting the prize money. It is also to prevent an owner who is planning on quitting the pool at seasons end from helping someone out by giving them a “deal”.
g) If an owner quits the pool at the end of the season, their last two trades will be investigated, even though the 48-hour deadline is long over. By a 75% percent vote by all owners, if either of the trades is deemed unfair, or that the players involved were “unloaded” at a price too cheap, the team or teams involved will be penalized by losing some, or all of their draft picks. The penalty will be decided by the BOG. If a penalized team does not have any draft picks that year; picks for the following year will be used.
h) If is trade is made involving an injured or traded (in the NHL) player, and the owner receiving said player was not aware of it, too bad. This is a serious pool, and it is the responsibility of the owner to know everything about the trade that they are making. In the event that one owner misleads another owner (for example they claim that a player is healthy when, in fact, they are not) then the victimized owner must appeal within 24 hours of the trade. This is a very rare circumstance, and is only successful if the owner can convince the BOG that he was intentionally misled. In which case, compensation that is agreed upon by both owners will be awarded. If neither owner can agree, the BOG will vote on whether to nullify the deal by a 51% vote.
i) An "asset" is defined as any draft pick, prospect, or player. Waiver wire spots are not considered assets.
8) Waiver Wire Procedure:
a) The “Waiver Period” shall be from Opening night thru to the trade deadline of any given season.
b) A free agent available for waivers shall be described as any player who has played 25 or more games for skaters or 20 games for goaltenders in the NHL, is signed in the N.H.L. and is not on any GM’s roster during the “Waiver Period”.
c) No matter how many players on a farm team a GM MUST drop a player to the waiver list to sign a free agent.
d) All players dropped will be available for the next week’s waivers.
e) Waiver claims shall be processed on Wednesdays at 7am. A GM may put in an offer sheet for up to 3 players but only 1 player may be claimed per week. Claims must include the player to be dropped, 1-3 players to be picked up, and a contract value with those players. When putting in a claim it must look like this:

f) The criteria for who gets what player will be decided in this order.
1. Highest salary/year
2. Lowest Team in HUSFL Standings
3. Higher Games Played
4. Lowest Goals
5. Lowest Shots
6. Coin Flip
g) There will be a priority list for the bottom 5 Franchises by points. The original order will start with the first Wednesdays standings. Any time one of those teams makes a Free Agent pick up they move to the back of the 5 team priority list. If at any time one of the bottom 5 get enough points to move into 6th last, their position will be held in case they move back into the bottom 5. If that GM picks up a free agent (while 6th last or higher) that saved position will be forfeited.
h) All Waiver Wire pick-ups shall be signed to short term contracts.
9) Unrestricted Free Agent Signing Procedure:
a) The “UFA Signing Period” shall be from the first Wednesday after and including July 1 thru to the Opening eve.
b) A UFA shall be the same as a Waiver Wire free agent. (rule 8b)
c) A list of UFA's will be posted on July 1st with the date (it will be a Wednesday) that the HUSFL will accept bids for that player on. From the opening of preseason to opening night GM's may make UFA offers on all UFA's that were not available on these lists.
d) To bid on a UFA a GM must submit contract proposals for each UFA that he wishes to acquire that is available for that Wednesday on ONE PM. (Personal Message)
e) The contract proposals must include a contract length (1-5 years) and a dollar amount per year that is rounded up to the 100,000's. (eg. 4.5 million is acceptable, 4,513888 will be rounded up to 4.6mil even though it is closer to 4.5)
f) UFA claims shall be processed on Wednesdays at 7am. The GM that gets to sign the player will be decided by these criteria in order.
1. Highest salary/year
2. Longest Contract
3. Priority List
g) The Free Agent Priority List shall start with the final standings of the given year.
h) If a team, in any order of the priority list, sends the league a request to sign a free agent, and is successful, he shall then be sent to the bottom of the priority list.
j) All teams must be at 29 roster players or less on opening night.

After the initial draft this will be a 100% online pool. To maximize competition and fun every effort is being made to ensure all GM's are knowledgeable and will be very active. If it comes to our attention that a GM has not been online in a while the League will take action against him. That could include the loss of his team. I understand that we are all busy and family comes first but it takes 5 minutes to go online @ proboards to check messages and announcements. If you are going to be away from the computer for awhile (eg. vacation, work in Fort Mac, comp problems) then post a simple message stating it.
12) Trophies:
a) Norris – Franchise with the top 2 defenseman.
b) Art Ross – Franchise with the top 3 forwards.
c) Rocket Richard – Franchise with the top 3 goal scorers.
d) Vezina – Franchise with the most points from goaltenders.
e) Jack Adams – General Manager that gains the most points from trades.
f) Hart – Best overall GM as voted by all GM’s.(popularity contest)
g) Bill Masterdon – Most improved Franchise.
h) 1. Cup – Franchise with the most points during the regular season.
h) 2. If the GM who has the championship trophy named after him ever finishes LAST place he will lose the priviledge of having it named after him. It will then be named after the GM that finishes 1st in the same year that the original GM finishes last.
i) 1. Cup (Horses Ass Trophy) – Last place Franchise during the regular season.
i) 2. If the GM who has the Horses Ass trophy named after him ever finishes First he will earn the priviledge of having his moniker removed from the trophy's name. It will then be named after the GM that finishes LAST in the same year that the original GM finishes in the money. (Note: All of the above might not be actual trophies but rather just noted in the record books)
13) Expansion:
a) In the event that there is enough interest for an expansion team these are the rules for the expansion draft.
1. All Franchises may protect 75% of their roster.
2. All Franchises can protect 3 prospects for free. Then the Franchise may protect 75% of the rest of his prospects.
3. The expansion team will pick 2nd overall in the prospect draft.
4. The expansion team will be allotted 4 extra picks in his 1st year and 2 extra pics in his 2nd year.
5. Franchises can only lose 2 players/prospects
6. If a prospect is picked then he must be added to the expansion teams live roster. maybe
14) Conclusion:
a) Be very careful with the trades you make, and be very smart with your draft picks. I know from experience that once your team goes in the tank after bad trades and stupid picks, it takes four or five years to get back out and compete once again. JUST ASK PAT!
b) *IMPORTANT*: Return all phone calls and all PM's within 48 hours if possible. Even for offers that seem stupid, at least give owners the courtesy of a two-minute phone call or PM. Nobody likes waiting for answers, and it may affect other deals they are considering which are time sensitive. If the offer requires further thought, email the person with a brief note: “I’ll think about this for the next ## days and get back to you”. If hitting “reply” and typing that sentence is too time consuming, then join an Edmonton Journal pool where you just have to check boxes once per year.

Long term contracts are 4-5 year contracts. (1D6, a 1, 2 or 3 is 4 years and a 4, 5 or 6 is 5 years)
5) On our original draft day all GM's are entitled to one and only one "Auto-call" without rolling the dice for the amount of years a player is under contract. For this one call the GM may choose a number from 1-6 years for this players contract.
b) Prospect Draft:
1) A prospect is defined as any skater that has played less than 25 games or goaltender that has played less than 20 games in the N.H.L. (and does have or has had his rights owned by an NHL team) at draft time.
2) The initial prospect draft will be held before the roster draft.
3) The Drafting Order will be drawn out of a hat and will be a 1-10, 10-1 format. All other drafts will be of the last to first format.
4) There will be a draft lottery to protect the integrity of the league. The bottom 5 teams (with 11 or more league franchises) will participate in the draft lottery. The percentages will be based on how many franchises are in the league.
5) A prospect may only stay on a franchises prospect list for 4 NHL years for skaters and 5 NHL years for goalies.
6) A player will remain a prospect until he is dropped after 4 or 5 years respectively, or is called up onto a roster at any time.
7) The draft will be held every year online. From the start of the draft whom ever is on the clock will have 12hrs to make his pick. If a GM takes longer than his allotted time to make his pick then the draft shall proceed to the next pick. The GM that missed his pick can make it at any time there after.
8) Appearance at the draft is mandatory. There is absolutely no excuse for weddings or ball tournament. Exceptions will be made a) if you die or b) a funeral or c) a serious accident. If b or c happens, simply forward your list to me, I will draft your players for you according to that list. If you are unable to do that, you are free to choose the amount of players equal to the number of draft picks you own, after the draft is over. The reason I say this is to ensure everyone is serious about the pool. We all want competition and we won’t get it if someone does not take it as seriously as the rest.
9) The prospect draft will be held every year starting on the first Sunday after the NHL Entry Draft at 7 am MST.
10) At any time during the draft a GM may use a draft pick to re-draft a player on his prospect list so long as that player is still eligible to be drafted as a prospect. In essence this allows a GM to reset a prospect that is more long term.
6) Rosters & Transactions:
a) Only players on a franchises “Live Roster” will count points towards a franchises standings. Players on “Farm Teams” & “Prospects” will be considered inactive and their points will not count towards franchises standings.
b) A GMs prospects that he is calling up must be PM'd to the commissioner before the first game of the season starts.
c) A GM may drop 3 players/week to the Farm Team and call up a player of the same position. This will be done by the GM himself on poolexpert. All points gained by the dropped player stay with the franchise. None of the points accumulated by the farm/prospect player while on the Farm Team are added to the franchise. (E.g. Eric Lindros has 45 pts. and is injured. Franchise “A” drops him and picks up Mike Grier with 22 pts. The franchise holds onto the 45 pts but doesn’t add Grier’s 22 to its overall standings.)
d) A GM may also call up prospects onto the Live Roster. Once a prospect has been called up to the Live Roster he may NEVER go back to the prospect list. During the off season (Playoffs included) a GM may call up a prospect at any time. During the regular season a prospect can only be called up if he falls into at least one of these categories
1. He is on an NHL roster
2. He has played at least 10 NHL games in the year he is being called up in.
3. He is DEAD!!!
e) If a prospect or player is dropped in Free Agency his status is reset to what he qualifies for (prospect or player)
f) The salary cap will be based on the amount of teams that join the league. Every year the BOG will adjust the Salary Cap based on the NHL cap.
g) When contracts are over there will be a 1 week period (June 23-30) to resign them. All GM's will have a 60% chance to resign their free agents. We will use www.random.org to decide what 60% would like to stay with their original GM. All GM's will be invited to view the Random.org draw. This list will be posted on proboards after the draw. The one week period will be used by the GM to decide if he would like to resign the players that want to stay. All other players then become UFA's.
h) The salary for the players that want to re-sign with the original team shall be either 10% above that players last years HUSFL salary or that players actual NHL salary as shown on NHLnumbers.com on June 23rd of the given year. (Which ever is higher) These re-signed players may be signed to 1, 2, or 3 year deals.
i) Salary cap issues for dropping a player in Free Agency or on the Waiver Wire
1. If the player is in the last year of his contract with the GM then the entire salary comes off of the GM's books.
2. If the player has 1 full year of his contract with the GM left then 33% of that years salary shall count against the GM's books for that year and the 1 full year after.
3. If the player has 2 full years of his contract with the GM (or more) left then 66% of that years salary shall count against the GM's books for that year and the 2 full years (or more) after.
j) Prospects may stay on the prospect list for 4 or 5 years but their ELC contract kicks in the year after they no longer have prospect status. (25 games for skaters and 20 games for goalies) The ELC lasts for 3 years. The salary cap hit for ELC's (if on the roster) shall be 1million/year.
k) After the ELC is up the player will become a Restricted Free Agent (RFA). RFA's will be listed on the UFA list to be signed to contracts after July 1st. If no GM makes an offer on a RFA then the original owner has the option to sign him to a 2million dollar contract for 1-3 years. If one or more GM's put in a contract offer the same rules for UFA's apply. The original owner then has the option to match the offer (money only, not contract length) or accept compensation.
l) Compensation for RFA's
0 - 1,900,000 2nd rd pick (Next Year)
2,000,000 - 2,900,000 1st rd pick (Next Year)
3,000,000 - 3,900,000 1st rd pick & 2nd rd pick (Both Next Year)
4,000,000 - 4,900,000 1st & 2nd next year & 1st in 2 years
5,000,000 - 5,900,000 1st, 2nd, & 3rd next year, 1st, 2nd, & 3rd in 2 years
6,000,000 - up 1st, 2nd, & 3rd next year, Next 3 1sts after that.
m) If more than 1 pick for that round is owned then the compensated team gets to choose which pick he wants. A GM may not put in an offer for a RFA without owning the compensation it would taks to get the player.
n) At the end of every HUSFL calender year (June 23) a GM may designate 1 player a "Franchise Player" tag. That player is automatically signed to a 1 year contract at his actual NHL salary. Anytime a "Franchise Player" tag is lifted from a player, that player is automatically a UFA and does not go into the random draw for re-signing players.
7) Trades:
a) Any assets may be traded at anytime during the year.
b) Draft picks for the next 2 years may be traded (e.g. During the 2007/08 hockey season the 2008 and the 2009 draft picks will be tradable picks). On Draft day the next years draft picks will be available for trading.(e.g. On the day of the 2008 draft the 2010 picks will become tradable at 12:01am before the draft starts so on this day only there will be 3 years worth of draft picks available.)
c) Trades will be allowed to the NHL trade deadline date during the season. Trading may resume at the end of the Regular Season. Trades may be of the 2 for 1, 3 for 2, or any other numeration that may allow a franchise to have more than 8 farm players or unlimited prospects. They may acquire and use these bloated rosters but they will be returned to normal by the unrestricted free agent deadline of July 1 of any given year. (Rule 3b)
d) Franchises may have an unlimited amount of prospects.
e) Points from trades are the same as call ups from the farm. Points are accumulated from the time a player joins his “New Team”. All points the player gained with his “Old Team” stay with his “Old Team”.
f) “Buddy” trades will not be accepted. If anyone believes that a trade is FAR too lopsided, they may lodge a complaint with the BOG. If that complaint is seconded, a vote will take place. A vote of 51% or greater will be sufficient to nullify the trade. THE COMPLAINT MUST BE LODGED WITHIN 48 HOURS OF THE TRADE. Owners win deals and lose deals - it happens. Sometimes owners lose deals badly. This rule is in place only for extreme situations. It is to prevent two friends from stacking one of the teams and splitting the prize money. It is also to prevent an owner who is planning on quitting the pool at seasons end from helping someone out by giving them a “deal”.
g) If an owner quits the pool at the end of the season, their last two trades will be investigated, even though the 48-hour deadline is long over. By a 75% percent vote by all owners, if either of the trades is deemed unfair, or that the players involved were “unloaded” at a price too cheap, the team or teams involved will be penalized by losing some, or all of their draft picks. The penalty will be decided by the BOG. If a penalized team does not have any draft picks that year; picks for the following year will be used.
h) If is trade is made involving an injured or traded (in the NHL) player, and the owner receiving said player was not aware of it, too bad. This is a serious pool, and it is the responsibility of the owner to know everything about the trade that they are making. In the event that one owner misleads another owner (for example they claim that a player is healthy when, in fact, they are not) then the victimized owner must appeal within 24 hours of the trade. This is a very rare circumstance, and is only successful if the owner can convince the BOG that he was intentionally misled. In which case, compensation that is agreed upon by both owners will be awarded. If neither owner can agree, the BOG will vote on whether to nullify the deal by a 51% vote.
i) An "asset" is defined as any draft pick, prospect, or player. Waiver wire spots are not considered assets.
8) Waiver Wire Procedure:
a) The “Waiver Period” shall be from Opening night thru to the trade deadline of any given season.
b) A free agent available for waivers shall be described as any player who has played 25 or more games for skaters or 20 games for goaltenders in the NHL, is signed in the N.H.L. and is not on any GM’s roster during the “Waiver Period”.
c) No matter how many players on a farm team a GM MUST drop a player to the waiver list to sign a free agent.
d) All players dropped will be available for the next week’s waivers.
e) Waiver claims shall be processed on Wednesdays at 7am. A GM may put in an offer sheet for up to 3 players but only 1 player may be claimed per week. Claims must include the player to be dropped, 1-3 players to be picked up, and a contract value with those players. When putting in a claim it must look like this:

f) The criteria for who gets what player will be decided in this order.
1. Highest salary/year
2. Lowest Team in HUSFL Standings
3. Higher Games Played
4. Lowest Goals
5. Lowest Shots
6. Coin Flip
g) There will be a priority list for the bottom 5 Franchises by points. The original order will start with the first Wednesdays standings. Any time one of those teams makes a Free Agent pick up they move to the back of the 5 team priority list. If at any time one of the bottom 5 get enough points to move into 6th last, their position will be held in case they move back into the bottom 5. If that GM picks up a free agent (while 6th last or higher) that saved position will be forfeited.
h) All Waiver Wire pick-ups shall be signed to short term contracts.
9) Unrestricted Free Agent Signing Procedure:
a) The “UFA Signing Period” shall be from the first Wednesday after and including July 1 thru to the Opening eve.
b) A UFA shall be the same as a Waiver Wire free agent. (rule 8b)
c) A list of UFA's will be posted on July 1st with the date (it will be a Wednesday) that the HUSFL will accept bids for that player on. From the opening of preseason to opening night GM's may make UFA offers on all UFA's that were not available on these lists.
d) To bid on a UFA a GM must submit contract proposals for each UFA that he wishes to acquire that is available for that Wednesday on ONE PM. (Personal Message)
e) The contract proposals must include a contract length (1-5 years) and a dollar amount per year that is rounded up to the 100,000's. (eg. 4.5 million is acceptable, 4,513888 will be rounded up to 4.6mil even though it is closer to 4.5)
f) UFA claims shall be processed on Wednesdays at 7am. The GM that gets to sign the player will be decided by these criteria in order.
1. Highest salary/year
2. Longest Contract
3. Priority List
g) The Free Agent Priority List shall start with the final standings of the given year.
h) If a team, in any order of the priority list, sends the league a request to sign a free agent, and is successful, he shall then be sent to the bottom of the priority list.
j) All teams must be at 29 roster players or less on opening night.

11) Integrity Enforcement:
After the initial draft this will be a 100% online pool. To maximize competition and fun every effort is being made to ensure all GM's are knowledgeable and will be very active. If it comes to our attention that a GM has not been online in a while the League will take action against him. That could include the loss of his team. I understand that we are all busy and family comes first but it takes 5 minutes to go online @ proboards to check messages and announcements. If you are going to be away from the computer for awhile (eg. vacation, work in Fort Mac, comp problems) then post a simple message stating it.
12) Trophies:
a) Norris – Franchise with the top 2 defenseman.
b) Art Ross – Franchise with the top 3 forwards.
c) Rocket Richard – Franchise with the top 3 goal scorers.
d) Vezina – Franchise with the most points from goaltenders.
e) Jack Adams – General Manager that gains the most points from trades.
f) Hart – Best overall GM as voted by all GM’s.(popularity contest)
g) Bill Masterdon – Most improved Franchise.
h) 1. Cup – Franchise with the most points during the regular season.
h) 2. If the GM who has the championship trophy named after him ever finishes LAST place he will lose the priviledge of having it named after him. It will then be named after the GM that finishes 1st in the same year that the original GM finishes last.
i) 1. Cup (Horses Ass Trophy) – Last place Franchise during the regular season.
i) 2. If the GM who has the Horses Ass trophy named after him ever finishes First he will earn the priviledge of having his moniker removed from the trophy's name. It will then be named after the GM that finishes LAST in the same year that the original GM finishes in the money. (Note: All of the above might not be actual trophies but rather just noted in the record books)
13) Expansion:
a) In the event that there is enough interest for an expansion team these are the rules for the expansion draft.
1. All Franchises may protect 75% of their roster.
2. All Franchises can protect 3 prospects for free. Then the Franchise may protect 75% of the rest of his prospects.
3. The expansion team will pick 2nd overall in the prospect draft.
4. The expansion team will be allotted 4 extra picks in his 1st year and 2 extra pics in his 2nd year.
5. Franchises can only lose 2 players/prospects
6. If a prospect is picked then he must be added to the expansion teams live roster. maybe
14) Conclusion:
a) Be very careful with the trades you make, and be very smart with your draft picks. I know from experience that once your team goes in the tank after bad trades and stupid picks, it takes four or five years to get back out and compete once again. JUST ASK PAT!
b) *IMPORTANT*: Return all phone calls and all PM's within 48 hours if possible. Even for offers that seem stupid, at least give owners the courtesy of a two-minute phone call or PM. Nobody likes waiting for answers, and it may affect other deals they are considering which are time sensitive. If the offer requires further thought, email the person with a brief note: “I’ll think about this for the next ## days and get back to you”. If hitting “reply” and typing that sentence is too time consuming, then join an Edmonton Journal pool where you just have to check boxes once per year.
