6) Rosters & Transactions:
a) Only players on a franchises “Live Roster” will count points towards a franchises standings. Players on “Farm Teams” & “Prospects” will be considered inactive and their points will not count towards franchises standings.
b) A GMs prospects that he is calling up must be PM'd to the commissioner before the first game of the season starts.
c) A GM may drop 3 players/week to the Farm Team and call up a player of the same position. This will be done by the GM himself on poolexpert. All points gained by the dropped player stay with the franchise. None of the points accumulated by the farm/prospect player while on the Farm Team are added to the franchise. (E.g. Eric Lindros has 45 pts. and is injured. Franchise “A” drops him and picks up Mike Grier with 22 pts. The franchise holds onto the 45 pts but doesn’t add Grier’s 22 to its overall standings.)
d) A GM may also call up prospects onto the Live Roster. Once a prospect has been called up to the Live Roster he may NEVER go back to the prospect list. During the off season (Playoffs included) a GM may call up a prospect at any time. During the regular season a prospect can only be called up if he falls into at least one of these categories
1. He is on an NHL roster
2. He has played at least 10 NHL games in the year he is being called up in.
3. He is DEAD!!!
e) If a prospect or player is dropped in Free Agency his status is reset to what he qualifies for (prospect or player)
7) Trades:
a) Any assets may be traded at anytime during the year.
b) Draft picks for the next 2 years may be traded (e.g. During the 2007/08 hockey season the 2008 and the 2009 draft picks will be tradable picks). On Draft day the next years draft picks will be available for trading.(e.g. On the day of the 2008 draft the 2010 picks will become tradable at 12:01am before the draft starts so on this day only there will be 3 years worth of draft picks available.)
c) Trades will be allowed to the NHL trade deadline date during the season. Trading may resume at the end of the Regular Season. Trades may be of the 2 for 1, 3 for 2, or any other numeration that may allow a franchise to have more than 8 farm players or unlimited prospects. They may acquire and use these bloated rosters but they will be returned to normal by the unrestricted free agent deadline of July 1 of any given year. (Rule 3b)
d) Franchises may have an unlimited amount of prospects.
e) Points from trades are the same as call ups from the farm. Points are accumulated from the time a player joins his “New Team”. All points the player gained with his “Old Team” stay with his “Old Team”.
f) “Buddy” trades will not be accepted. If anyone believes that a trade is FAR too lopsided, they may lodge a complaint with the BOG. If that complaint is seconded, a vote will take place. A vote of 51% or greater will be sufficient to nullify the trade. THE COMPLAINT MUST BE LODGED WITHIN 48 HOURS OF THE TRADE. Owners win deals and lose deals - it happens. Sometimes owners lose deals badly. This rule is in place only for extreme situations. It is to prevent two friends from stacking one of the teams and splitting the prize money. It is also to prevent an owner who is planning on quitting the pool at seasons end from helping someone out by giving them a “deal”.
g) If an owner quits the pool at the end of the season, their last two trades will be investigated, even though the 48-hour deadline is long over. By a 75% percent vote by all owners, if either of the trades is deemed unfair, or that the players involved were “unloaded” at a price too cheap, the team or teams involved will be penalized by losing some, or all of their draft picks. The penalty will be decided by the BOG. If a penalized team does not have any draft picks that year; picks for the following year will be used.
h) If is trade is made involving an injured or traded (in the NHL) player, and the owner receiving said player was not aware of it, too bad. This is a serious pool, and it is the responsibility of the owner to know everything about the trade that they are making. In the event that one owner misleads another owner (for example they claim that a player is healthy when, in fact, they are not) then the victimized owner must appeal within 24 hours of the trade. This is a very rare circumstance, and is only successful if the owner can convince the BOG that he was intentionally misled. In which case, compensation that is agreed upon by both owners will be awarded. If neither owner can agree, the BOG will vote on whether to nullify the deal by a 51% vote.
