4) Franchises / Money:
a) The yearly franchise fee will be $50.00 due on the day of the draft. The yearly fee will be raised to $100.00 for the '10/'11 season. The pay-outs will be discussed and voted on during the '09/'10 season.
b) Every three years the owners will review the entry fee. Only by 66% vote or greater, will the fee be increased.
c) If the money is not paid in full by the end of the draft a $10/month late charge will be added unless arrangements have been made with the treasurer that are unanimously agreed upon by the BOG. Absolutely NO transactions may be made by a GM that is still owing money to the league, even if arrangements have been made. If money hasn’t been paid by 3 months and no arrangements have been made the league has the right to take possession of the franchise and sell it to a new owner.
d) The winner of the Kolmatycki Cup will receive 60% of the yearly fees.
e) Runner up will receive 30% and Third Place will receive 10% of the yearly fees.
f) The cost for the trophies will be paid by the initial franchise fee.
g) What will supply the funds for the Internet sites will be decided at the first governors meeting.
h) The winner of the first year will have the cup named after him for all eternity. SO WILL LAST PLACE!
5) Drafts:
a) Live Roster & Farm Team Draft:
1) This official draft will be held on SEPTEMBER 30/2007.
2) There will be 28 rounds for which to pick 12 fwd, 6 def, 2 gltr, and 8 misc. players.
3) Non-drafted prospects may be selected in this one time draft.
b) Prospect Draft:
1) A prospect is defined as any skater that has played less than 25 games or goaltender that has played less than 20 games in the N.H.L. (and does have or has had his rights owned by an NHL team) at draft time.
2) The initial prospect draft will be held in conjunction with the roster draft.
3) The Drafting Order will be drawn out of a hat and will be a 1-10, 10-1 format. All other drafts will be of the last to first format.
4) There will be a draft lottery to protect the integrity of the league. The bottom 5 teams will participate in the draft lottery. The exact results from the actual N.H.L. lottery shall apply to our lottery. See Rule (11a) below. The lottery system will be discussed during the '09/'10 season and changed for the '10/'11 season.
5) A prospect may only stay on a franchises prospect list for 4 NHL years for skaters and 5 NHL years for goalies.
6) A player will remain a prospect until he is dropped after 4 or 5 years respectively, or is called up onto a roster at any time.
7) The draft will be held every year at _____________.
8) Appearance at the draft is mandatory. There is absolutely no excuse for weddings or ball tournament. Exceptions will be made a) if you die or b) a funeral or c) a serious accident. If b or c happens, simply forward your list to me, I will draft your players for you according to that list. If you are unable to do that, you are free to choose the amount of players equal to the number of draft picks you own, after the draft is over. The reason I say this is to ensure everyone is serious about the pool. We all want competition and we won’t get it if someone does not take it as seriously as the rest.

If an owner has something that falls on the same day, they can notify me a month in advance and I will try to make other arrangements to hold the draft with perfect attendance. If the draft date cannot be changed, a list can be given to another owner. If an owner fails to appear for three straight drafts, his membership in this pool will be reviewed and voted on. A 50% vote would remove this owner from the pool.
10) At any time during the draft a GM may use a draft pick to re-draft a player on his prospect list so long as that player is still eligible to be drafted as a prospect. In essence this allows a GM to reset a prospect that is more long term.
