J.R.F.H.L. Keeper Draft
Rules
1) General
a) This is an ongoing pool. This means that the players you choose in the first draft could feasibly be on your team in year 2012. Everything possible is being done to ensure that everyone in this pool is extremely knowledgeable about hockey, and extremely serious about hockey pools. I don’t want people quitting after three years just because they’ve done poorly. Suck it up and rebuild! Sure it costs money, but it’s not about the money, it’s about fun (and bragging rights).
b) Ideally everyone will be in this pool for decades, but there will be times when people quit. When this happens, the original owner may sell his team to another individual with approval from the BOG. If the owner abandons his team anyone interested in joining the pool will submit bids to me, sealed in an envelope, by a deadline. The minimum bid is $50. All earnings made by the league from expansion, sold teams, and sponsorships not spent on league costs will be returned to all owners on draft days via free food and drinks.
c) Every year, prior to the draft, owners can submit proposals for rule adjustments or additions. A vote of greater than 50% would pass the proposal.
2) Commissioner and co-Commish:
a) If there is any problems that come up during the year the Commissioner and co-Commish shall try to solve it keeping the leagues best interests in mind.
b) If the problem can not be resolved then the issue shall be put to the league online to be discussed for 1 week. After the discussion the league will vote on the problem. If the vote is a tie then a coin flip will decide the outcome if a compromise can not be met.
c) To bring up a problem/rule change to the league a GM must first PM the Commissioner and co-Commish with his suggestion. From there it will be up to the Commissioner and co-Commish to handle the issue.
d) If any GM is not happy with how the Commissioner and co-Commish have handled the issue then after 1 week he may bring it up in the "Commissioner and co-Commish Issues and Rule Changes Discussion Board" board.
e) The Commissioner and co-Commish shall rule on such things as questionable trades as well as disciplinary measures to be regarding GM inactivity & unsportsmanlike behavior. They shall also rule on any proposed rule changes (only minor ones) and other important issues that shall arise during the course of the leagues life.
f) The Commissioner and co-Commish shall be in charge of collecting all monies, running web sites, setting draft dates, & all other leg work that everybody else is to lazy to do.
g) Hence forth, everytime you see the word BOG in the rules it is now Commissioner and co-Commish.
3) Franchises / Size of teams:
a) There will be a maximum of 15 franchises in this draft.
b) b) Each franchise shall have a live roster consisting of 12 forwards, 6 defensemen, and 2 goaltenders. This is a minimum requirement of GMs to field a team.
c) Each franchise shall have a “farm team” consisting of 8 NHL players of any position to draw upon in case of injuries or lack of playing time. During the course of the year the farm team numbers may fluctuate (thru trades or calling up prospects) but it must return to a max. of 8 players every July 1.
d) Each franchise shall have a “prospect list” of 5 players / year from which to draw upon during the year to be placed on their farm team or live roster.
4) Franchises / Money:
a) The yearly franchise fee will be $50.00 due on the day of the draft.
b) Every three years the owners will review the entry fee. Only by 66% vote or greater, will the fee be increased.
c) If the money is not paid in full by the end of the draft a $10/month late charge will be added unless arrangements have been made with the treasurer that are unanimously agreed upon by the BOG. Absolutely NO transactions may be made by a GM that is still owing money to the league, even if arrangements have been made. If money hasn’t been paid by 3 months and no arrangements have been made the league has the right to take possession of the franchise and sell it to a new owner.
d) Payouts are as follows.
1st - $210 and Stanley Cup
2nd - $135
3rd - $85
4th - $40 (Only pay $10 the next year)
5th - $20 (Only pay $30 the next year)
6th - $10 (Only pay $40 the next year)
7th - Lottery
8th - Lottery
9th - Lottery
10th - Lottery
11th - Lottery
$50 for league expenses.
e) The cost for the trophies will be paid by the initial franchise fee.
f) What will supply the funds for the Internet sites will be decided at the first governors meeting.
g) The winner of the first year will have the cup named after him for all eternity. SO WILL LAST PLACE!
5) Drafts:
a) Live Roster & Farm Team Draft:
1) This official draft will be held on SEPTEMBER 30/2007.
2) There will be 28 rounds for which to pick 12 fwd, 6 def, 2 gltr, and 8 misc. players.
3) Non-drafted prospects may be selected in this one time draft.
b) Prospect Draft:
1) A prospect is defined as any skater that has played less than 25 games or goaltender that has played less than 20 games in the N.H.L. (and does have or has had his rights owned by an NHL team) at draft time.
2) The initial prospect draft will be held in conjunction with the roster draft.
3) The Drafting Order will be drawn out of a hat and will be a 1-10, 10-1 format. All other drafts will be of the last to first format.
4) There will be a draft lottery to protect the integrity of the league. The bottom 5 teams will participate in the draft lottery. The exact results from the actual N.H.L. lottery shall apply to our lottery. See Rule (11a) below. The lottery system will be discussed during the '09/'10 season and changed for the '10/'11 season.
5) A prospect may only stay on a franchises prospect list for 4 NHL years for skaters and 5 NHL years for goalies.
6) A player will remain a prospect until he is dropped after 4 or 5 years respectively, or is called up onto a roster at any time.
7) The draft will be held every year at _____________.
8) Appearance at the draft is mandatory. There is absolutely no excuse for weddings or ball tournament. Exceptions will be made a) if you die or b) a funeral or c) a serious accident. If b or c happens, simply forward your list to me, I will draft your players for you according to that list. If you are unable to do that, you are free to choose the amount of players equal to the number of draft picks you own, after the draft is over. The reason I say this is to ensure everyone is serious about the pool. We all want competition and we won’t get it if someone does not take it as seriously as the rest.
9) The draft will be held every year on the final Sunday of September at 1pm. Owners are obligated to appear at this one event every year. If an owner has something that falls on the same day, they can notify me a month in advance and I will try to make other arrangements to hold the draft with perfect attendance. If the draft date cannot be changed, a list can be given to another owner. If an owner fails to appear for three straight drafts, his membership in this pool will be reviewed and voted on. A 50% vote would remove this owner from the pool.
10) At any time during the draft a GM may use a draft pick to re-draft a player on his prospect list so long as that player is still eligible to be drafted as a prospect. In essence this allows a GM to reset a prospect that is more long term.
6) Rosters & Transactions:
a) Only players on a franchises “Live Roster” will count points towards a franchises standings. Players on “Farm Teams” & “Prospects” will be considered inactive and their points will not count towards franchises standings.
b) A GMs prospects that he is calling up must be PM'd to the commissioner before the first game of the season starts.
c) A GM may drop 3 players/week to the Farm Team and call up a player of the same position. This will be done by the GM himself on poolexpert. All points gained by the dropped player stay with the franchise. None of the points accumulated by the farm/prospect player while on the Farm Team are added to the franchise. (E.g. Eric Lindros has 45 pts. and is injured. Franchise “A” drops him and picks up Mike Grier with 22 pts. The franchise holds onto the 45 pts but doesn’t add Grier’s 22 to its overall standings.)
d) A GM may also call up prospects onto the Live Roster. Once a prospect has been called up to the Live Roster he may NEVER go back to the prospect list. During the off season (Playoffs included) a GM may call up a prospect at any time. During the regular season a prospect can only be called up if he falls into at least one of these categories
1. He is on an NHL roster
2. He has played at least 10 NHL games in the year he is being called up in.
3. He is DEAD!!!
e) If a prospect or player is dropped in Free Agency his status is reset to what he qualifies for (prospect or player)
7) Trades:
a) Any assets may be traded at anytime during the year.
b) Draft picks for the next 2 years may be traded (e.g. During the 2007/08 hockey season the 2008 and the 2009 draft picks will be tradable picks). On Draft day the next years draft picks will be available for trading.(e.g. On the day of the 2008 draft the 2010 picks will become tradable at 12:01am before the draft starts so on this day only there will be 3 years worth of draft picks available.)
c) Trades will be allowed to the NHL trade deadline date during the season. Trading may resume at the end of the Regular Season. Trades may be of the 2 for 1, 3 for 2, or any other numeration that may allow a franchise to have more than 8 farm players or unlimited prospects. They may acquire and use these bloated rosters but they will be returned to normal by the unrestricted free agent deadline of July 1 of any given year. (Rule 3b)
d) Franchises may have an unlimited amount of prospects.
e) Points from trades are the same as call ups from the farm. Points are accumulated from the time a player joins his “New Team”. All points the player gained with his “Old Team” stay with his “Old Team”.
f) “Buddy” trades will not be accepted. If anyone believes that a trade is FAR too lopsided, they may lodge a complaint with the BOG. If that complaint is seconded, a vote will take place. A vote of 51% or greater will be sufficient to nullify the trade. THE COMPLAINT MUST BE LODGED WITHIN 48 HOURS OF THE TRADE. Owners win deals and lose deals - it happens. Sometimes owners lose deals badly. This rule is in place only for extreme situations. It is to prevent two friends from stacking one of the teams and splitting the prize money. It is also to prevent an owner who is planning on quitting the pool at seasons end from helping someone out by giving them a “deal”.
g) If an owner quits the pool at the end of the season, their last two trades will be investigated, even though the 48-hour deadline is long over. By a 75% percent vote by all owners, if either of the trades is deemed unfair, or that the players involved were “unloaded” at a price too cheap, the team or teams involved will be penalized by losing some, or all of their draft picks. The penalty will be decided by the BOG. If a penalized team does not have any draft picks that year; picks for the following year will be used.
h) If is trade is made involving an injured or traded (in the NHL) player, and the owner receiving said player was not aware of it, too bad. This is a serious pool, and it is the responsibility of the owner to know everything about the trade that they are making. In the event that one owner misleads another owner (for example they claim that a player is healthy when, in fact, they are not) then the victimized owner must appeal within 24 hours of the trade. This is a very rare circumstance, and is only successful if the owner can convince the BOG that he was intentionally misled. In which case, compensation that is agreed upon by both owners will be awarded. If neither owner can agree, the BOG will vote on whether to nullify the deal by a 51% vote.
8) Waiver Wire Procedure:
a) The “Waiver Period” shall be from Opening night thru to the trade deadline of any given season.
b) A free agent available for waivers shall be described as any player who has played 25 or more games for skaters or 20 games for goaltenders in the NHL, is signed in the N.H.L. and is not on any GM’s roster during the “Waiver Period”.
c) Not unlike the real N.H.L., we shall process waiver claims which would see the team with the lowest point total have first priority. However, if two teams are tied in the standings and they both have a waiver claim for the same player the tie breaker will be 1) lower amount of goals 2) lower games played 3) lower amount of shots 4) coin flip.
d) No matter how many players on a farm team a GM MUST drop a player to the waiver list to sign a free agent.
e) All players dropped will be available for the next week’s waivers.
f) Waiver claims shall be processed on Wednesdays at 7am. A GM may put in an offer sheet for up to 3 players but only 1 player may be claimed per week. (e.g. Team X <9th> puts in an offer for 1 Daigle,2 Turgeon,3 Lindros; Team Y <6th> wants 1Daigle, 2 Lindros, 3 Turgeon; Team Z <5th> wants 1 Daigle, 2 Grier, 3 Lindros; Team W <1st> wants 1 Grier, 2 Lindros, 3 Daigle. Here is how it plays out. The lowest team <X> would receive Daigle. 2nd lowest <Y> gets Lindros. 3rd lowest <Z> gets Grier. Team <W> would not receive anybody for his offered players are all chosen. Turgeon would not be picked.
g) There will be a priority list for the bottom 5 Franchises by points. The original order will start with the first Wednesdays standings. Any time one of those teams makes a Free Agent pick up they move to the back of the 5 team priority list. If at any time one of the bottom 5 get enough points to move into 6th last, their position will be held in case they move back into the bottom 5. If that GM picks up a free agent (while 6th last or higher) that saved position will be forfeited.
9) Free Agent Signing Procedure:
a) The “Free Agent Signing Period” shall be from the first Wednesday after and including July 1 thru to the Opening eve.
b) A free agent shall be the same as a Waiver Wire free agent. (rule 8b)
c) The Free Agent Priority List shall start with the final standings of the given year.
d) If a team, in any order of the priority list, sends the league a request to sign a free agent, and is successful, he shall then be sent to the bottom of the priority list.
e) If more than 1 team sends a request to sign the same player then the free agent priority order shall decide who shall receive that player.
f) Free Agent claims shall be processed on Wednesdays at 7am. Rule 8f shall apply to this procedure as well.
g) If a Franchise is under the 28 player max the GM doesn’t have to drop a player to pick up a free agent until he hits the 28 player max.
10) Points:
11) Integrity Enforcement:
a) In order for a team to qualify for a lottery pick, it must have a total man games played average equal to or above 90% of the league average. If a team is in violation, it will be sent to 6th overall for all picks instead of participating in the lottery unless that GM can prove to the BOG that he made every effort to field a healthy team. The team in 6th overall would then move up to 5th thus competing in the lottery. If the draft pick has been traded away it doesn't affect the team that owns the pick. If the offending team has traded away his 1st overall pick in that year he loses HIS 1st round pick in the next year. If he has traded that pick away he will not be awarded a 1st or 2nd when the next draft picks come available.
12) Trophies:
a) Norris – Franchise with the top 2 defenseman.
b) Art Ross – Franchise with the top 3 forwards.
c) Rocket Richard – Franchise with the top 3 goal scorers.
d) Vezina – Franchise with the most points from goaltenders.
e) Jack Adams – General Manager that gains the most points from trades.
f) Hart – Best overall GM as voted by all GM’s.(popularity contest)
g) Bill Masterdon – Most improved Franchise.
h) 1. Kolmatycki Kup – Franchise with the most points during the regular season.
h) 2. If the GM who has the championship trophy named after him ever finishes LAST place he will lose the priviledge of having it named after him. It will then be named after the GM that finishes 1st in the same year that the original GM finishes last.
i) 1. Christensen Cup (Horses Ass Trophy) – Last place Franchise during the regular season.
i) 2. If the GM who has the Horses Ass trophy named after him ever finishes In The Money he will earn the priviledge of having his moniker removed from the trophy's name. It will then be named after the GM that finishes LAST in the same year that the original GM finishes in the money. (Note: All of the above might not be actual trophies but rather just noted in the record books)
13) Conclusion:
a) Be very careful with the trades you make, and be very smart with your draft picks. I know from experience that once your team goes in the tank after bad trades and stupid picks, it takes four or five years to get back out and compete once again. JUST ASK PAT!
b) *IMPORTANT*: Return all phone calls and all emails within 48 hours if possible. Even for offers that seem stupid, at least give owners the courtesy of a two-minute phone call or email. Nobody likes waiting for answers, and it may affect other deals they are considering which are time sensitive. If the offer requires further thought, email the person with a brief note: “I’ll think about this for the next ## days and get back to you”. If hitting “reply” and typing that sentence is too time consuming, then join an Edmonton Journal pool where you just have to check boxes once per year.

b) A free agent available for waivers shall be described as any player who has played 25 or more games for skaters or 20 games for goaltenders in the NHL, is signed in the N.H.L. and is not on any GM’s roster during the “Waiver Period”.
c) Not unlike the real N.H.L., we shall process waiver claims which would see the team with the lowest point total have first priority. However, if two teams are tied in the standings and they both have a waiver claim for the same player the tie breaker will be 1) lower amount of goals 2) lower games played 3) lower amount of shots 4) coin flip.
d) No matter how many players on a farm team a GM MUST drop a player to the waiver list to sign a free agent.
e) All players dropped will be available for the next week’s waivers.
f) Waiver claims shall be processed on Wednesdays at 7am. A GM may put in an offer sheet for up to 3 players but only 1 player may be claimed per week. (e.g. Team X <9th> puts in an offer for 1 Daigle,2 Turgeon,3 Lindros; Team Y <6th> wants 1Daigle, 2 Lindros, 3 Turgeon; Team Z <5th> wants 1 Daigle, 2 Grier, 3 Lindros; Team W <1st> wants 1 Grier, 2 Lindros, 3 Daigle. Here is how it plays out. The lowest team <X> would receive Daigle. 2nd lowest <Y> gets Lindros. 3rd lowest <Z> gets Grier. Team <W> would not receive anybody for his offered players are all chosen. Turgeon would not be picked.
g) There will be a priority list for the bottom 5 Franchises by points. The original order will start with the first Wednesdays standings. Any time one of those teams makes a Free Agent pick up they move to the back of the 5 team priority list. If at any time one of the bottom 5 get enough points to move into 6th last, their position will be held in case they move back into the bottom 5. If that GM picks up a free agent (while 6th last or higher) that saved position will be forfeited.
9) Free Agent Signing Procedure:
a) The “Free Agent Signing Period” shall be from the first Wednesday after and including July 1 thru to the Opening eve.
b) A free agent shall be the same as a Waiver Wire free agent. (rule 8b)
c) The Free Agent Priority List shall start with the final standings of the given year.
d) If a team, in any order of the priority list, sends the league a request to sign a free agent, and is successful, he shall then be sent to the bottom of the priority list.
e) If more than 1 team sends a request to sign the same player then the free agent priority order shall decide who shall receive that player.
f) Free Agent claims shall be processed on Wednesdays at 7am. Rule 8f shall apply to this procedure as well.
g) If a Franchise is under the 28 player max the GM doesn’t have to drop a player to pick up a free agent until he hits the 28 player max.

11) Integrity Enforcement:
a) In order for a team to qualify for a lottery pick, it must have a total man games played average equal to or above 90% of the league average. If a team is in violation, it will be sent to 6th overall for all picks instead of participating in the lottery unless that GM can prove to the BOG that he made every effort to field a healthy team. The team in 6th overall would then move up to 5th thus competing in the lottery. If the draft pick has been traded away it doesn't affect the team that owns the pick. If the offending team has traded away his 1st overall pick in that year he loses HIS 1st round pick in the next year. If he has traded that pick away he will not be awarded a 1st or 2nd when the next draft picks come available.
12) Trophies:
a) Norris – Franchise with the top 2 defenseman.
b) Art Ross – Franchise with the top 3 forwards.
c) Rocket Richard – Franchise with the top 3 goal scorers.
d) Vezina – Franchise with the most points from goaltenders.
e) Jack Adams – General Manager that gains the most points from trades.
f) Hart – Best overall GM as voted by all GM’s.(popularity contest)
g) Bill Masterdon – Most improved Franchise.
h) 1. Kolmatycki Kup – Franchise with the most points during the regular season.
h) 2. If the GM who has the championship trophy named after him ever finishes LAST place he will lose the priviledge of having it named after him. It will then be named after the GM that finishes 1st in the same year that the original GM finishes last.
i) 1. Christensen Cup (Horses Ass Trophy) – Last place Franchise during the regular season.
i) 2. If the GM who has the Horses Ass trophy named after him ever finishes In The Money he will earn the priviledge of having his moniker removed from the trophy's name. It will then be named after the GM that finishes LAST in the same year that the original GM finishes in the money. (Note: All of the above might not be actual trophies but rather just noted in the record books)
13) Conclusion:
a) Be very careful with the trades you make, and be very smart with your draft picks. I know from experience that once your team goes in the tank after bad trades and stupid picks, it takes four or five years to get back out and compete once again. JUST ASK PAT!
b) *IMPORTANT*: Return all phone calls and all emails within 48 hours if possible. Even for offers that seem stupid, at least give owners the courtesy of a two-minute phone call or email. Nobody likes waiting for answers, and it may affect other deals they are considering which are time sensitive. If the offer requires further thought, email the person with a brief note: “I’ll think about this for the next ## days and get back to you”. If hitting “reply” and typing that sentence is too time consuming, then join an Edmonton Journal pool where you just have to check boxes once per year.
